• SEE NPM Network - Chair 2016

    In March 2013 the National Preventive Mechanisms (NPMs) of Albania, Bulgaria, Croatia, Macedonia, Montenegro, Serbia and Slovenia established the so-called South-East Europe (SEE) NPM Network in Belgrade. The network’s purpose is the exchange of experience and the mutual support regarding the implementation of the NPM mandate specified in the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) in the region. The network provides a forum where knowledge and experiences regarding human rights standards and monitoring are shared.

    In October 2013 the Austrian Ombudsman Board in its role as NPM joined the network. The NPM of Bulgaria followed in May 2014.

    The members of the SEE NPM Network consult each other with practical questions that arise during their monitoring work. Twice a year network meetings are organized by one of its members. The network also formed two working groups. Currently the Medical Working Group is chaired by Prof. Siroos Mirzaei of the Austrian NPM. The head of the Legal Working Group is Mr. Mario Kresic of the Croatian NPM.

    In November 2015 the Albanian NPM handed over the presidency to Austria.

    The first meeting chaired by Austria was held on 21 and 22 April 2016 in Salzburg in cooperation with the Austrian Institute of Human Rights.

    The second meeting took place between 10 and 12 October 2016 in Vienna where the network members also conducted a joint monitoring visit.

    Since January 2017 the SEE NPM Network is chaired by the Serbian NPM for the following 12 months.
